Make sure that you are right outside the windows sealed. In older homes, you'll find that caulk outside the old windows and cracks that allow cold air passes. This is the best caulk to use because it provides the ability to expand and contract in extreme weather conditions. It will stand the test of time.

Lastly, look at your window. When you open it, it is a rotten sash, paint peeling, or any escape? This is common in older windows or home that has never been their windows replaced since the house was built.
